LOCAL COMMUNIST TERRORIST NPA’s IN HOPELESS AND DESPERATE MOVE

Camp Lukban, Catbalogan, Samar - The terrorist New Peoples Army’s (NPA) conduct of an unauthorized checkpoint at Barangay Catalina, Jiabong, Samar last night (July 4th) was dubbed by one of their former comrades as a hopeless and desperate move.

The terrorists in the area could no longer withstand the recent relentless and unwavering support of the local civilian populace to the government (Army and PNP) troops, which of late led to the continuous revelation and discovery of their encampments and safehouses in the area, which they previously considered as their controlled barangays and mass bases.

For this reason, these terrorists decided to come out in the open and establish a late-night checkpoint in order to inflict casualties by chance to any unfortunate passing vehicles.

One motorcycle, and two trucks plus several other civilian vehicles were flagged-down by the said local terrorist NPA’s in the said Barangay. The motorcycle driver was reportedly held at gunpoint and his motorcycle was used as part of the road barricade used by the NPA’s. When several trucks and private vehicles passed but did not stop to heed the checkpoint, the terrorists opened fire, hitting the vehicles and wounding several innocent civilians on board.

Likewise, one caro truck was commandeered by the NPA’s and its driver was ordered to position the truck accross the highway to be used as a roadblock. The tires of the truck were shot at to prevent it from being moved. Moreover, the driver was also held at gunpoint for more than an hour.

Reportedly, the civilians passing the area knew that the checkpoint was illegal, due to the lack of authorized signages as well as the absence of uniformed troops, hence they did not heed nor stopped to be inspected. The said civilians knew the legal and required SOP’s for the conduct of military or Police checkpoints, as previously disseminated to them by the troops in the area.

Unsuccessful in their bid and intent to forage from the passing vehicles, and for fear of getting caught by the responding troops from the nearby detachments and patrol bases, the NPA’s fled the area after discovering that the passing vehicles reported the illegal checkpoint to the authorities.

Roberto “Ka Huling” Gacuma, former Secretary of the SSF-1 of the Eastern Visayas Regional Party Committee who is now advocating peace in Eastern Visayas said that the incident was a “desperate and hopeless” move of the terrorists because they can no longer get support from the people.

“Ginagawa ng mga NPA ang pag-checkpoint kung may target o may info sila na may papasok o dadaan na malaking pera tulad ng sa mga pulitiko o mga negosyante lalo na kung ito ay may mga escort na may dalang baril” (The NPA’s conduct checkpoints if they have a target or information that there will be politicians or businessmen who are in pocession huge amounts of money, and especially when they have armed escorts), Gacuma said in a text message.

Meanwhile, Major General Arthur I Tabaquero, 8ID’s Commander, condemned in the strongest possible terms the continuous use of deceptive ploys of the terrorists to gain support and harass the masses. “That is a mere terrorism and we condemn such means of seeking support and harassment to the innocent populace”, Major General Tabaquero said.

General Tabaquero also reminded our politicians and businessmen to be more vigilant as they are eyed targets of opportunity by these terrorists. He likewise once again called on the citizens and other stakeholders to continuously support our efforts against these local terrorists, and to help and support the AFP and PNP by providing necessary information relative to the activities of the said bandits.

The 8ID Commander has already directed all units in the field to pursue and run after the said armed groups and let them pay their debts to our people, particularly in disturbing the peace and security of the region, via any legal means possible.

78IB unveils marijuana haven

Camp Lukban, Catbalogan City, Samar – 300 stalks of fully grown prohibited marijuana plants and 250 seedlings were seized by the elements of the Army’s 78th Infantry Battalion in Barangay Mantalongon, Dalaguete, Cebu, June 30.

Report reaching to this office from 1st Lieutenant Geomar Pipit, civil-military operations officer disclosed that the said feat was the result of the tip from the civilian populace in the area.

Together with the barangay tanod, they immediately proceeded to the reported plantation.

Almost 2:30 in the afternoon when they reached the area and seized no one except the properly nourished marijuana plants.

Without wasting time, they uprooted the marijuana plants including the seedlings that are about to be planted.

The confiscated marijuana plants are now in the custody of 78IB as of press time and scheduled to be turned-over to PDEA-7 tomorrow for evidence and proper disposition.

Lieutenant Pipit said that this endeavor will serve as warning to future marijuana planters for the unit is intensifying its campaign against illegal drugs.

Meanwhile, Colonel Raymundo Bañares, 78IB’s commanding officer expressed his heartfelt thanks to the civilian who tipped the information.

801st Brigade delivers health services to celebrate their anniversary

Camp Lukban, Catbalogan City, Samar – The Army’s 801st Infantry Brigade pre-celebrated their 22nd Founding Anniversary in peculiar way by delivering health services to the depressed folks in their covered area, yesterday morning.

The said event was carried out inside the brigade’s compound where beneficiaries received complete accommodation.

Report reaching to this office from Captain Sergio Sabiano, the brigade’s civil-military operations officer disclosed that it surmised to ninety-two (92) individuals who came from the different barangays of Hinabangan and Taft of Samar and Eastern Samar provinces, respectively were given free medical and dental services.

It includes barangays Fatima, Bagacay, Cansolabao, Cabang and San Rafael of Hinabangan, Samar and barangay San Rafael of Taft, Eastern Samar.

Captain Sabiano said that the activity was the result of the concerted efforts and collaboration of their unit to other active supporters and stake holders in their area.

He mentioned specifically the services tendered by Dra. Emilda Abenio, the municipal health officer of Taft, Dr. Joselito Yulo of Samar Provincial Hospital and 2nd Lieutenant Jefferson Garcesa, the unit’s dental officer.

“Our commander, Colonel Alex Albano initiated and implemented this of activity to support the government’s program in alleviating the health problems of impoverished citizen in the far flung areas”, said Sabiano.

“As part of the celebration of our unit’s 22nd Founding Anniversary (July 1), we conducted this activity to express our gratitude to the people residing near our headquarters who in one way or another help safeguard our camp”, he added.

Meanwhile, Captain Sabiano said that according to Colonel Albano, the unit will continue to extend support and assistance especially to the deprived communities as their continuous pledge to bring-forth the much needed services to them.

Colonel Albano also assured the public that they will continue to work-on the good working relationship with other stakeholders not for their own interest but for the good of the people. ### AFR/JGM

Army in Eastern Visayas demilitarizes CCSR firearms

Camp Lukban, Catbalogan City, Samar – Around 468 captured, confiscated, surrendered and recovered (CCSR) assorted low and high powered firearms of the Army’s 8th Infantry Division were demilitarized in Camp Kangleon, Palo, Leyte in the afternoon of June 30, Wednesday.

The said firearms were the result of the intensified ISO campaign of all organic units of 8ID in collaboration with the different concerned stakeholders in the continuous pursuit of peace and development in the region.

This endeavor was initiated by the 8th Forward Service Support Unit (8FSSU) of the Army Support Command through a simple ceremony inside camp to totally destroy the items that almost brought the region to disaster.

The highest military official in the region was also there to grace the ceremony as guest speaker.

In his remarks, Major General Arthur Tabaquero commended the troops for successfully implementing the capture, confiscation, surrender and recovery of the said firearms with the reminder to continuously working on for the ultimate attainment of their mission.

He also encouraged his troops to continuously move as one team in the region for the welfare, development and peace of Leyteńos and Samareńos as well as the the Region 8.

Meanwhile, General Tabaquero also reminded his troops to uphold and support the duly constituted authority as another transition of the seat of power marked the pages of the Philippine history today.

“We are soldiers of our country and of our people, not of anyone else who is in power. God has spoken through the mandate of the people… we are duty-bound to constitutionally support our leaders and we also have to consider the welfare of the majority”, the good General said.

“In our respective areas of assignments, wherever we may be destined, let us be focused on our mission. With our small triumph today in this simple yet significant occasion, we must not be complacent.”

“Let our mission be worthy of our lives so that we can leave a legacy when retirement comes. Let us support our leaders and let us help them fulfill the vision that they have for our country. Let us work favorably for god and for our people so that in the end, as soldiers of the Philippine Army, our integrity will not be questioned”, says General Tabaquero.

8ID welcomes the third wave of candidate soldiers


Camp Lukban, Catbalogan City, Samar – Another 200 young blooded applicants for the prestigious candidates soldier course were warmly welcomed by the Army’s 8th Infantry Division through a traditional opening ceremony followed by a military reception at Camp Downes, Ormoc City, around 10:30 A.M., yesterday.

The newly opened batch of candidates is part of the 600 quota allocated by the Philippine Army to 8ID to complement both operational and administrative requirements of the command in terms of personnel matters.

It can be recalled that 200 candidates on the first batch were opened last May 12 and is still undergoing their basic military training at Camp Lukban in Catbalogan City while another 150 candidates were opened last June 16 and now in Camp Daza, Hinabangan, Samar also for their basic training.

This new batch will undergo their basic training in Camp Downes, Ormoc until they graduate.

Just like in previous opening, the ceremony was also graced by the 8ID’s Chief, Major General Arthur Tabaquero as speaker.

He reiterated to the new batch of candidates the same reminder he gave to the first two batches.

He told the candidate soldiers that taking an oath means being separated from their families that they have to overcome it as they overcome the tough and rigid training.

“As your training goes on, you will be honed and developed into disciplined, determined, courageous, mentally sharpened and loyal soldiers of our nation”, General Tabaquero includes.

“May you value the opportunity of being one of the chosen out of the thousands who keep on dreaming to join the ranks of the living heroes”, the good general adds.

"Rest assured that you will be trained professionally by our professional trainers and instructors to the best of their capabilities", vowed Tabaquero.

Despite of distance from Camp Lukban, the top military officials and enlisted personnel of the command went over to Ormoc to support the incoming soldiers of the region.

The trainees will undergo 13 weeks of rigid military training before they undergo the 45- day Jungle Warfare and Mountain Operation Course (JWMOC) as their specialization phase. ### AFR/JGM
